Inom nätverket för yttre maritima regioner i Europa, CPMR, anordnade Östersjö- och Nordsjökommissionen ett gemensamt webbinarium den 1 februari med syftet att synliggöra hur TEN-T kan bidra till en hållbar och ekonomisk tillväxt i norra Europa. Inom CPMR:s Östersjökommission samarbetar regioner runt Östersjön, däribland Region Stockholm, för att samlas kring frågor som är av gemensamt intresse för regionerna. Webbinariet var ett ypperligt tillfälle för regionerna att uttrycka sina gemensamma ståndpunkter gällande TEN-T förordningen.

En högaktuell fråga på transportområdet är Europeiska kommissionens reviderade förslag om det transeuropeiska transportnätet, TEN-T, som lades fram i mitten av december förra året. TEN-T har stor betydelse för Stockholmsregionen då transportnätverket definierar de viktigaste transportstråken inom unionen och binder därmed samman regionen med resten av Europa. Just nu är förslaget om TEN-T föremål för förhandling i Europaparlamentet, respektive i medlemsstaterna och förhoppningen är att en överenskommelse ska kunna nås våren 2023 när Sverige innehar ordförandeskapet i ministerrådet. Under webbinariet presenterade Herald Ruijters, direktör för avdelningen för investeringar, innovation och hållbar transport på Europeiska kommissionen, de olika delarna i förslaget och europaparlamentarikerna Jakop Dalunde (SE, Greens), Erik Bergqvist (SE, S&D) och Henna Virkkunen (FI, EPP) framförde sina positioner kring förslaget. Regional dialog lyftes som viktigt, liksom det regionala samarbetet för att ytterligare förbättra förslagets fokus på gränsöverskridande förbindelser. Exempelvis pekade Bergkvist på att aktörer på regional och lokal nivå tenderar att se bortom landsgränser, vilket gör aktörerna betydelsefulla i skapandet av effektivt resande över regions- och landsgränser. Det är också är viktigt ur ett arbetsmarknadsperspektiv.
För Östersjöregionen är det av stor vikt att vattenvägar fortsatt betraktas som viktiga länkar i ScanMed-korridoren då det förbättrar transportsystemets funktionalitet och effektivitet, något som lyftes av Bosse Andersson som är ordförande för CPMR:s Östersjökommission.

Under mötet presenterade Lotta Rönström, på North Sweden European Office och Saara Nuotio-Coulon, chef på Turku-Southwest Finland European Office Östersjökommissionens gemensamma position gällande kommissionens revideringsförslag. Utifrån regionernas perspektiv finns en önskan att justera och addera ytterligare stråk i TEN-T:s kartor. Eftersom ett av huvudmålen med TEN-T är att säkerställa gränsöverskridande förbindelser för transport, lyftes bland annat en avsaknad av inkluderingen av sträckan Oslo-Stockholm i ScanMed-korridoren. Det är en ståndpunkt som även delas med regionerna i Nordsjökommissionen och med europaparlamentarikern Jakop Dalunde, som önskar bättre transportförbindelser mellan de nordiska länderna, med såväl järnväg som via vattenvägar. Dessutom lyftes att helheten av ett område borde tas i beaktning, exempelvis inkludera alla tre delar av Stockholms hamn i stomnätet.

The Baltic Sea Commission and the North Sea Commission, from the network Conference for Peripheral and Maritime Regions (CPMR), organised a webinar on 1st of February with the aim to present how TEN-T can contribute to a more sustainable and economic growth in northern Europe. The regions in the Baltic Sea Commission, including Region Stockholm, are connected by joint interests. The webinar was an excellent opportunity for the regions to express their joint positions regarding the regulation on the transeuropean transport network (TENT-T).
A current topic within the transport area is the European Commissions revised regulation on TENT-T, which was presented in December last year. TEN-T is of great importance to Region Stockholm since it connects the region to the rest of Europe. Currently the regulation is negotiated in the European Parliament and in the member states. The goal is to hopefully reach an agreement during the spring of 2023, when Sweden takes the presidency in the European Council. During the webinar Herald Ruijters, Director at Directorate General for Mobility and Transport in the European Commission, presented the regulation. The members of the European parliament Mr Jakop Dalunde (SE, Greens), Mr Erik Bergqvist (SE, S&D) and Ms Henna Virkkunen (FI, EPP) presented their positions regarding the regulation. The discussion stressed the importance of regional dialogue and regional cooperation, to further strengthen the focus on transborder connections in the regulation. For example, Mr Bergkvist pointed out that actors on regional and local level tends to operate across borders, something that makes them meaningful in the organisation of effective transport between regions and across borders. This is also of importance for the labour market.
For the Baltic Sea Commission is it of great importance that transport via water is regarded as an important link in the ScanMed-corridor, since it improves the transport systems functionality and efficiency. This point was raised by Mr Bosse Andersson, chairman of the Baltic Sea Commission.

The position of the Baltic Sea Commission
Ms Lotta Rönström, from North Sweden European Office and Ms Saara Nuotio-Coulon, manager at Turko-Southwest Finland European Office, presented the joint position of the Baltic Sea Commission regarding the regulation of the TEN-T. The regions express a wish to adjust and add to the connections of the TEN-T maps. Since one of the main goals of the TEN-T is to ensure cross-border transport connections, it was stressed that there is a lack of the connection Oslo-Stockholm in the ScanMed-corridor. This point is also shared by the regions in the North Sea Commission and the member of European parliament Mr Jakop Dalunde, who wish for improved transport connections between the Nordic countries. Via rail and water. Finally, it was also stressed that the entirety of areas should be considered, for example this would mean including all three parts of Stockholm harbour in the core network.
